中华人民****银行申请了2亿美元的贷款，用于****大别山生态保护和近零碳绿色发展项目，并计划将部分贷款用于CS03外部移民安置和社会监测评估机构咨询服务。
本咨询服务的目标包括：
（i）继续与受影响的人、妇女和项目地区的贫困人口进行协商；（ii）调查并报告《移民安置计划》、《农村公共基础设施用地框架》、《社会发展行动计划》和《性别行动计划》的实施进展和变化；（iii）为未来项目学习经验教训。
亚行已同意通过基于咨询顾问资历的选择（CQS****公司，为本项目提供咨询服务。采购需符合《亚行采购政策》（2017年，不时修订）、贷款协定、项目协议以及适用的中国国家法律和法规。
本咨询服务计划于2025年5月1日启动，2030年10月31日结束（具体以签订合同时间为准）。咨询机构应开展以下工作：（i）定期监测和评估。（ii）移民安置后以及社会监测和评估。（iii）项目社会方面的竣工评估。（iv）根据需要，与****（下文简称“市项目办”）一起参与亚行的检查会。
市项目办现邀****公司（下文简称“咨询顾问”）提交本咨询服务的意愿书。有意向的咨询顾问应提供满足要求的相关资料，****服务所需的资质和相关经验。咨询顾问应为注册的社会组织，应来自符合亚行条件的国家/地区，且咨询顾问进入短名单的标准应基于以下几个方面：
1. 顾问的资格要求
外部监测机构应该是一个注册的社会组织（研究机构、设计院、咨询机构和/或公司、****政府组织），****政府、市项目办、实施机构和项目实施单位没有直接的行政隶属关系。外部监测机构应该有五个或以上合格的技术人员。外部监测机构的专业人员应具有经济学、社会学、人类学或社会科学相关领域的学位；熟悉亚行的社会保障政策和程序；并有亚行资助项目移民安置和社会问题的监测和评估经验。外部监测机构还应具有在中国开展类似项目的经验。
外部监测机构将成****小组。该小组的主要职责是（i）对相关计划的实施进行监测和评估，以确保其符合亚行和中国的要求；（ii）就相关计划的实施向市项目办提供建议，以确保遵守国内和亚行的政策和程序；以及（iii）提供信息和数据、监测结果以及观察结果，团队负责人将把这些内容汇总到外部监测和评估报告中。
所有小组成员必须能熟练使用中文和英语，提交给亚行的报告将使用英语。对于每位成员，应（i）拥有相关学位、资格和/****协会的成员资格；和/或过去参加过相关培训课程；（ii）在项目中担任类似职位的经验；以及（iii）有与国际组织和/或国际顾问**的经验，将被优先考虑。
2. 专家的资格要求和职责
对于每个国内专家，应（i）拥有相关学位、资格和/****协会的成员资格；和/或过去参加过相关培训课程；（ii）在项目或技术援助的类似职位中的经验；以及（iii）有与国际组织和/或顾问**的经验，将被优先考虑。对专家和助理的资格要求和任务职责如下：
a.移民安置专家/组长（10人月）
移民安置专家/组长应具备：（i）社会科学或土地管理或相关领域的学士学位或以上；（ii）在移民安置和社会专家或类似职位上有15年的经验，以****银行/亚行贷款项目的经验。
b.社会专家（10人月）
社会专家应具备：（i）社会科学或相关领域的学士学位或以上；（ii）在社会专家或类似职位上有10年的经验，以及（iii****银行/亚行贷款项目的经验。
c.现场调研员（20人月）
现场调研员应具备有（i）社会科学或相关领域的学士学位或以上；（ii）5年现场调查工作经验。
要求咨询顾问递交的《意向书》文件包括下列文件，但不限于：
i）法定名称及营业执照；
ii）联系人及其详细信息（如地址、电话号码、E-mail地址等）；
iii）公司的总体介绍或宣传册；
iv）公司组织机构、人员和设施情况的描述；
v）过去三年（自2022年至2024年）的项目情况表，包括未完成的项目；
vi）公司认为能体现完****公司竞争力的其他必要文件；
vii）咨询顾****公司**以提高其资质，但应明确表明该**是否以联合体或分包的形式进行。在联合体的情况下，若中标，联合体的所有成员都应对整个合同承担责任。
本咨询服务的具体任务大纲详见附件。
市项目办****公司对上述咨询服务提交《意向书》并通过cms.****.org进行相关操作。感兴趣的咨询顾问如需了解更多信息，****银行的顾问管理系统(CMS, http://cms.****.org/)或以下地址(http://www.****.com/、https://www./)，时间为2025年3月27日至2025年4月28日（**时间，周末和节假日除外）。
《意向书》（EOI）必须于2025年4月28日（**时间）下午四点之****银行顾问管****公司（电子邮件）。同时，咨询公司应在同一信封中提交五（5）份中文版（一份正本四份副本）意向书及一（1）份英文版意向书至以下地点。中英文版本如有不一致，应以英文正本为准。

The People’s Republic of China (PRC) has applied for a loan of ＄200 million from ADB to support Hubei Huanggang Dabie Mountain Ecosystem Protection and Carbon-Neutral Green Development Project. It is planned to use a portion of the loan for the consulting service of CS03 External Resettlement and Social Monitoring and Evaluation Agency.
The objectives of this consulting service include:
(i) to continue the consultation with the participation of affected people, women, and poverty in the project area; (ii) to investigate and the implementation progress and variations of resettlement plans (resettlement plans), land use for rural public infrastructure (LURPI) Framework, social development action plan (SDAP), and gender action plan (GAP); and (iii) to learn lessons for future projects.
The ADB has agreed to select a consulting company through CQS to provide consulting services for the project. Procurement must comply with ADB’s Procurement Policy (2017, as amended from time to time), Loan Agreements, Project Agreements and applicable national laws and regulations in China.
The consulting service is planned to start on May 1, 2025 and end on October 31, 2030 (the contract shall prevail). The consulting company shall carry out the following tasks: (i) Periodic monitoring and evaluation. (ii) Post-resettlement and social monitoring and evaluation. (iii) Completion evaluation of the social aspects of the project. (iv) Participate with the Huanggang Municipal Project Management Office (Hereinafter referred to as “HPMO”) in ADB’s review missions, as required.
HPMO now invites eligible consulting firms (Hereinafter referred to as “Consultant”) to submit Expression of Interest (EOI) for this consulting service. Interested consultants should provide relevant materials that meet the requirements to prove that they possess the qualifications and relevant experience necessary for carrying out the services. The consultants should be registered social organizations, and they should be from countries or regions that meet the criteria of the Asian Development Bank. Moreover, the criteria for consultants to be included in the shortlist should be based on the following aspects:
1. Qualification Requirement of the Consultants
The EMA should be a registered social organization (research institution, design institute, consulting institution or firm, university, or non government organizations) without direct administrative subordination relations with HMG, HPMO, implementing agencies, and PIUs. The EMA should have five or more qualified technical staff members. Professional staff members of the EMA should have degrees in economics, sociology, anthropology, or a relevant field of social sciences; are familiar with ADB’s social safeguard policies and procedures; and have previous experience in M E of the resettlement and social issues for projects funded by ADB. The EMA should also have experience in undertaking similar projects in the PRC.
The EMA will establish a M E team. The main duties of the team are to (i) carry out the M E on the implementation of the relevant plans to ensure it is in compliance with ADB and PRC requirements; (ii) advise the HPMO on the implementation of the relevant plans to ensure domestic and ADB’s policies and procedures are complied with; and (iii) provide information and data, monitoring results, and observations that the team leader will aggregate into the external M E reports.
All team members must be fluent in Chinese as well as English, and reports submitted to ADB will be in English. For each of the members, (i) possession of a related degree, qualification, and/or memberships of related academic societies; and/or past participation in related training courses; (ii) experience in similar positions for projects; and (iii) experience in working with international organizations and/or international consultants will be highly evaluated.
2. Qualification Requirements and Responsibilities for the Experts
For each of the national consultant positions, (i) possession of a related degree, qualification, memberships of related academic societies, and/or participation in related training courses, (ii) experience in similar positions for projects or technical assistance, and (iii) experience in working with international organizations and consultants, will be highly evaluated. The qualification requirements and responsibilities assigned for the experts and assistant are described as follows.
a.Resettlement Specialist/Team Leader (10 person-months)
The resettlement specialist/team leader shall have: (i) bachelor’s degree or higher in social sciences or land management or related fields; (ii) 15 years working experience in resettlement and social specialists or similar positions and experience in implementing the World Bank/ADB loan projects in PRC.
b.Social Specialist (10 person-months)
Social specialist shall have: (i) bachelor’s degree or higher in social sciences or related fields; (ii)10 years working experience in social specialists or similar positions; and (iii) experience in implementing World Bank / ADB loan projects in PRC.
c. Field Surveyor (20 person-months)
Field Surveyor shall have (i) a bachelor's degree or higher in social sciences or related fields; (ii) 5 years working experience in field investigation.
The EOI to be submitted by the consultants is required to include the following documents, but not limited to:
1)The legal name and business license;
2)Contact person and their detailed information (address, telephone number and email address);
3)Company profile or brochure;
4)The description of the company’s organization, staff, and facilities;
5)The list of projects undertaken in the past three years (from 2022 to 2024), including incomplete projects;
6)Other documents that the company considers necessary to prove its ability and competence;
7)Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture or a sub-contracting. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

HPMO now invites qualified consulting companies to submit EOI for the above consulting services and carry out relevant operations through cms.****. Interested consultants to get more information please visit ADB’s Consultant Management System (CMS, http://cms.****.) or the following address (http://www.****.com/, https://www./) from 27th March, 2025 to 28th April, 2025 (Beijing time, except weekends and holidays).
The EOI must be submitted on the ADB’s Consultant Management System and Tendering Agency (via e-mail) before 16:00 p.m. on 28th April, 2025 (Beijing time) . In addition, the Consultants should submit five (5) copies of their EOIs in Chinese (one original copy and four duplicate copies) and one (1) copy in English in the same envelope to the following address. In case of discrepancy between the English and Chinese version, the English original version shall prevail.
